Job Description

Performs interactive interviews to elicit eligibility information and identify need for public assistance programs and services and evaluate and process applications for public assistance programs, including Supplemental Nutrition Assistance Program (SNAP), Medicaid, Kids Care, Child Health Insurance Program (CHIP), Health Insurance Marketplace, Sliding Fee Discount Program (SFDP), and determine applicants’ eligibility for these programs.

Skills / Requirements


  • Must be able to pass an annual Navigator training and obtain a Navigator license certification administered and approved by Centers for Medicare & Medicaid Services (CMS) as part of the state requirements to perform and process Health Insurance Marketplace applications.
  • This position is a subject matter expert and must be able to learn new concepts and communicate the information to consumers, Navigators, and CACs. Navigators must complete up to 30 hours of an Department of Health and Human Services (DHHS) developed training program and pass an exam before assisting consumers.
  • Must pass the initial new hire Health-e Arizona training and obtain an Assistor license certification administered by the Arizona Health Containment System (AHCCCS).
  • Must pass an annual Security Training and obtain certification administered by the Arizona Health Care Cost Containment System (AHCCCS).
  • Must be able to obtain a fingerprint clearance card. If not already obtained, Fingerprint Clearance card application must be submitted within 5 business days of employment.
  • Must be able to successfully pass a background check and a health and drug screen.
  • Must possess a valid driver's license.
  • Associate Degree in a related field and/or any combination of experience may substitute.
  • 1-3 years experience in front office, customer service, experience in sales, experience in interview techniques, and extensive public relations/contact work experience.
  • Experience and knowledge of health care programs available through state and federal programs, such as Medicaid/AHCCCS, Kidscare, Premium Sharing and DES
  • 1-3 years experience/ability to accurately enter data into PC software.
  • Must be proficient in English and Spanish.
